Paper copies of the rulebook are printed in the UK and despatched from here.

Each PDF rulebook (~3 Mb) is personalised with the owner's name as a pale grey watermark that shows up if it's printed or copied. This means each PDF is made by hand, which may take a couple of days.

Note that the PDF version does not include the 'pull-out' tables as these are already available as a PDF (along with a blank character sheet) on the 'Useful stuff' page.
